試論我國貧困地區旅遊人力資源開發
 
摘要: 旅遊業以其持續增長的消費需求、快速擴張的市場規模和普遍看好的發展前景,成爲促進現代經濟社會繁榮和發展的新興產業。我國貧困地區旅遊資源豐富,但其旅遊人力資源卻因爲各種原因嚴重缺乏,阻礙了旅遊業的發展。本文從人力資源的特徵和作用分析入手,着重探討了貧困地區旅遊人力資源開發的'現狀、問題和原因,認爲缺乏整體規劃、從業人員文化水平低和旅遊教育不足是造成貧困地區旅遊人力資源缺乏的原因,而貧困地區旅遊資源的缺乏則從員工素質、市場開拓和旅遊增長方式轉變等方面阻礙其旅遊業的發展。因此,必須從人才政策、待遇和教育等方面改善貧困地區旅遊人力資源,以穩定其員工隊伍。

On the Development of Tour Human Resources
In the Poverty Area of China
               
【Abstract】With continuous growth of consumer demand, speed expansion of market scale and good prospect favoring generally, tourism has become the new industry which boosts modern economy society to be prosperous and develop. There are rich tourism resources in Chinese poverty areas, but its lack of tour human resources, because of kinds of reasons, has hindered the tourism development seriously. Starting with analyzing human resources characteristic and effect, this paper probe the current situation , problems and causes of tourism human resource in poverty areas. It is thought that being short of the integrated planning, the low cultural educational of employee and lack of tourism education are the reasons that there are not enough tour human resources in poverty areas, and the later has hindered the development of its tourism in such aspects as staff quality, market deposit and the transfer of tour growth pattern. Therefore, it is necessary to improve tour human resource of poverty areas in talent policy, pay and education, in order to stabilize its employee team.
