7 月 20 日，深圳市勞動保障局向社會公佈了 2009 年度人力資源市場工資指導價位，受金融危機影響，與上年度相比，今年度深圳市工資指導價位呈下降態勢，價位平均數爲 2750 元/月，比上年度下降了 3.8%，爲 11 年來首次下降。同時，職工收入差距繼續縮小，金融業總體收入水平仍居各行業之首。

The government in Shenzhen has lowered the income benchmarks for the first time since 1999 to soften the impact of the financial crisis on local companies.
爲緩解金融危機給當地企業帶來的影響，深圳市政府下調了本年度工資指導價，這是 1999 年以來首次下調。
上面的報道中，income benchmark 就是“工資指導價”，也叫“工資基準”。benchmark 在這裏指 a standard by which something can be measured or judged，即“基準、標準”之意。例如：His painting sets the benchmark of quality.（他的`畫成爲衡量繪畫品質的標準。）
政府制定 income benchmark 是爲了用人單位和求職者在商討薪資待遇時有個基本的標準，一般都包括 high-level、medium-level 和 low-level income benchmark。在投資領域，我們有時候也會看到 income 這個短語，不過就跟工資無關了，指的是“收益”，比如 fixed income benchmark（固定收益基準），fixed income securities（固定收益證券），net income（淨收益）等。
