經國務院批准，財政部、國家稅務總局21日對外宣佈，將從2008年11月1日起，適當調高部分勞動密集型和高技術含量、高附加值商品的出口退稅率。這對我國很多在此次金融衰退中受到打擊的出口企業來說，絕對是個利好消息。

中國將提高某些商品的出口退稅率，以幫助生產廠家應對由於市場需求萎縮、人民幣升值以及生產成本增加所導致的利潤下滑。根據本週二財政部網站上發佈的通知，此次調整將從11月1日開始。
那麼什麼是出口退稅呢？出口退稅，其基本含義是指對出口貨物退還其在國內生產和流通環節實際繳納的產品稅、增值稅、營業稅和特別消費稅。The system of refunding taxes on exported goods出口貨物退稅制度，是一個國家稅收的重要組成部分。
Rebate這個詞最常見的意思是指“折扣或回扣”，我們平時接觸最多的是price rebate也就是“價格折扣”。在這則新聞中rebate意思是“部分款項的退還”。
It made my day when I received a ￡500 tax rebate.（我收到500英鎊稅款折扣時樂不可支。）You are allowed a rebate of $10.（你可以得到十美元的`退款）。
商業中，對數量較大的採購，賣主還會給一定的quantity rebate也就是“批發折扣”。但要小心了，glazing rebate可不是給玻璃行業打的折扣哦，它的意思是“玻璃槽口”。
