摘 要: 新制度經濟學告訴我們，1個節約交易費用的制度安排是非常重要的，1個經濟體制的制度安排，制度結構，制度環境和制度創新走向決定了它的經濟效率。雲南省花卉產業正面臨觀念落後種植經營技術不成熟，缺乏具有自主知識產權和市場競爭力的花卉品種及技術，各方面的因素提高了交易費用的困境。而正是交易費用的問題，1直困擾着雲南省花卉產業的發展，要加速雲南省花卉產業的.進1步發展就必須掃除制度的制約，經濟增長呼喚制度的創新和完善。本文將對雲南省的花卉市場所面臨的問題用新制度經濟學的方法來進行解讀。

Yunnan Flower Industry of New Institutional Economics
Abstract: New Institutional Economics tells us that a transaction cost savings system arrangement is very important，an economic system arrangement，and structure of the system environment and innovation system to determine its economic efficiency. Yunnan Flower Industry is facing a growing shortage operating concepts behind the technology was not ready，lack of self-owned intellectual property rights and market competitiveness of the flower varieties and technology all factors to improve the plight of transaction costs. And it is precisely this transaction costs，Yunnan has been plagued by the development of flower industry，To accelerate the Yunnan Flower Industry on the further development of the system must remove the constraints，economic growth calls for the innovation and improvement.
